Circles and Huawei are partnering to integrate cloud, network and BSS platforms, aiming to help operators deploy AI-led services for telcos at scale

Circles and Huawei are entering a strategic collaboration to develop AI-native digital telco solutions, focusing specifically on network infrastructure and business support systems (BSS).

Huawei will combine its telecoms network and cloud capabilities with Circles’ digital BSS SaaS platform, making telecoms software a core layer in service innovation and generation of revenue.

The move reflects the intentions of telco operators across the globe, many of which are restructuring technology stacks to support AI-led decision-making while maintaining control over performance and data across distributed networks.

Integrating network and BSS capabilities

Huawei will be integrating its policy and charging systems with Circles’ digital BSS platform – a type of software that operators use to manage billing and customer data.

The charging system will work by adopting real-time monetisation, charging for services as they are consumed rather than after usage. This allows the operators to introduce flexible pricing models and respond quickly to changes in demand.

The policy systems will be optimised with AI which adjusts network performance and service quality based on usage patterns, creating more efficient allocation of bandwidth and improved customer experience without manual intervention.

The integration will also include intelligent customer lifecycle management and automation to manage how customers join, use and upgrade services, with a focus on personalisation and retention.

Cloud deployment and sovereign requirements

The agreement also covers the deployment of Circles’ SaaS platform on Huawei Cloud. The SaaS, or software as a service, would support faster deployment and scaling across multiple markets.

Huawei’s cloud infrastructure will provide the underlying compute and storage capacity needed to run AI workloads, which include data processing and predictive analytics that support both network operations and customer-facing services.

The partnership also focuses on sovereign-ready deployment. Data sovereignty is a type of data storage with national regulations on data residency, meaning that sensitive information remains within specific geographic boundaries. This is particularly relevant for telcos when complying with local regulatory frameworks.

Huawei Cloud's extensive experience in the telco industry combined with Circles' SaaS expertise will modernise business operations for both.

Go-to-market and operator modernisation

Circles and Huawei are exploring joint go-to-market activities aimed at telco operators looking to update legacy systems, with many operators continuing to rely on older infrastructure that limits flexibility and slows service deployment.

The combined offering positions an end-to-end architecture that links network infrastructure with digital service layers, allowing operators to move towards software-driven models.

By embedding AI into both network operations and customer management systems, telco operators can reduce manual processes and respond more quickly to market demand.

Through this partnership, Circles and Huawei are focusing on aligning telecoms networks and software systems into a unified environment that supports the delivery of telco services.
