How Will NGMN Framework Simplify 5G Networks?

The Next Generation Mobile Networks Alliance (NGMN) has unveiled guidance designed to help Mobile Network Operators (MNOs) simplify 5G networks.
The initiative has been developed to reduce total cost of ownership, lower operational complexity and support sustainability objectives, while allowing operators to deliver more reliable, efficient and innovative services to customers.
In its publication, "Framework for Network Simplification â An Operator View", NGMN provides a high-level reference framework for operators on their 5G simplification journey.
The guidance applies to operators with a fully deployed cloud native 5G core and extensive 5G rollout in the radio access network (RAN), as well as those at an early stage with networks primarily LTE-based and preparing to deploy 5G Non-Standalone (NSA) networks.
Laurent Leboucher, Chairman of the NGMN Alliance Board and Orange Group CTO and EVP Networks, says: âAs mobile networks evolve, MNOs face both growing complexity and new opportunities.
âTo minimise operational costs, enhance efficiency and unlock new services over 5G, network simplification must be a core pillar of network evolution strategies â across both architecture and operations.
âNGMNâs latest guidance provides operators with a clear framework to understand where and how simplification can be achieved and to assess its targeted benefits against domain-specific goals and constraints, enabling informed deployment choices aligned with individual business and regulatory environments.â
Identifying technology trends
The framework sets out a three-step approach for operators.
The first step focuses on recognising key technology trends that can drive network simplification.
Non-technological factors are also important. Operators are encouraged to adopt agile ways of working, enabling faster service delivery and more responsive operations. Combining technology and organisational changes allows MNOs to address complexity while remaining flexible to evolving demands.
Understanding implementation challenges
The second step helps MNOs anticipate the challenges of applying these enablers. Operators face obstacles across radio, core and transport domains.
Mapping potential difficulties early allows operators to plan strategies that reduce risks and improve efficiency in network deployment and management.
This stage highlights the need to consider both technical and organisational factors.
By analysing constraints in each domain, MNOs can determine which measures will bring the most benefit in their operational and regulatory context.
Prioritising simplification efforts
The final step focuses on prioritisation. MNOs are advised to evaluate technology enablers and choose which network domains deliver the greatest impact, based on current deployment maturity.
NGMN identifies three common operator archetypes according to 5G network development and provides recommendations for how each type may assess and implement simplification measures.
As a continuation of this work, NGMN plans to integrate network simplification targets into its Cloud Native, Network Automation and 6G projects.
