Japan Communications partners with Enghouse Networks to deploy a secure, scalable core messaging system, powering its Neo-Carrier MVNO and digital strategy

Japan Communications Inc. (JCI), a pioneer in mobile virtual network operator (MVNO) innovation, has selected Enghouse Networks’ core messaging system to support its ambitious Neo-Carrier strategy. The strategic deployment strengthens JCI’s mission to develop secure mobile connectivity and advanced digital authentication infrastructure, setting a new standard for next-generation telecommunications services in Japan.

Since its founding in 1996, Japan Communications Inc. has consistently led innovation in the Japanese telecommunications sector. As one of the creators of the MVNO market, JCI developed a stable, profit-driven business model focused on rational mobile communication services.

Now, it is expanding its portfolio with the Neo-Carrier initiative, a significant shift designed to break free from traditional mobile network operator (MNO) constraints.

JCI’s commitment to directly integrating voice, SMS and data connectivity with existing MNO infrastructure while maintaining complete operational independence is at the heart of the strategy.

The Neo-Carrier model leverages JCI’s patented technologies, including Closed SIM-to-SIM Communication and FPoS digital authentication, to deliver secure, reliable mobile services with strong network redundancy.

The technologies already serve high-security industries such as law enforcement and banking, where Japan’s PCI DSS-certified mobile leased line and FPoS standards are trusted for their robust security and efficiency.

Core messaging system deployment accelerates Neo-Carrier rollout

The collaboration with Enghouse Networks marks a critical milestone in JCI’s path toward launching its Neo-Carrier service by May 2026.

The Enghouse Networks SMS Core System, which includes SMSC, SMS Firewall and Voicemail components, delivers a high-performance, scalable and secure messaging platform.

Built on a distributed modular architecture, the system supports bulk messaging, fraud prevention and seamless service creation while ensuring compliance with emerging global open standards.
