Motive Unlocks RCS for Operators on Apple & Google

Technology firm Motive has announced that its Entitlement Server platform has officially achieved full certification for Google's Rich Communication Services (RCS).
The certification includes passing a series of comprehensive edge-case validations, confirming that network operators deploying the latest release are fully equipped for a seamless RCS rollout across both Android and Apple’s recently launched iOS implementation.
The milestone marks a pivotal moment for the telecommunications industry, signalling the dawn of a truly interoperable and rich messaging standard.
Motive, which provides a suite of platforms for entitlement orchestration and service management, enables operators to accelerate digital transformation and monetise connectivity. Its recent achievement solidifies its role as a key enabler in the global transition to a unified messaging future.
Achieving a critical industry milestone
The full certification is the culmination of a year-long technical collaboration with Google. It further builds on recent successful deployments, most notably with Vivo Brazil (part of the Telefónica Group), which stands as one of the first operators globally to certify its network and prepare for commercial Apple RCS support following the September 2025 deadline.
The rigorous testing process ensures that Motive’s solution can handle the complexities of entitlement and service provisioning across the entire mobile ecosystem, providing a stable and reliable foundation for operators.
“This certification cements Motive’s position as the go-to partner for RCS readiness,” said Jeevithan Muttu, VP Product and R&D at Motive. “We’ve built a carrier-grade path forward, future-proofed for Apple and Google and tested at scale in partnership with Tier 1 operators like Telefónica.”
Case study: Vivo Brazil pioneers RCS evolution
As the largest mobile operator in Brazil, Vivo is at the forefront of the messaging evolution in Latin America. The operator is now live with an integrated RCS messaging service powered by Motive's Entitlement Server.
The deployment delivers a superior customer experience, including end-to-end encrypted messaging between Android and Apple devices, representing a significant step toward a more secure and universally interoperable communication standard.
By putting the certified infrastructure in place, Vivo is not only enhancing its consumer offering but is unlocking significant new revenue potential through RCS Business Messaging (RBM).
The implementation demonstrates that RCS is more than a simple messaging upgrade; it is a foundation for secure, modern communication and a new channel for business innovation.
Unlocking new revenue with RCS business messaging (RBM)
For network operators, one of the most compelling aspects of the universal RCS rollout is the commercial opportunity presented by RBM.
The platform provides a rich, interactive and secure alternative to traditional SMS and over-the-top (OTT) messaging applications for brand-to-consumer communication.
Unlike the 160-character limit of SMS, RBM supports high-resolution images and videos, branded sender profiles, interactive carousels and suggested reply buttons.
The features enable businesses to create engaging customer experiences directly within the native messaging app. Use cases range from interactive marketing campaigns and retail promotions to secure delivery of one-time passcodes (OTPs), flight boarding passes and AI-powered customer service chatbots.
For operators like Vivo, RBM creates a new, monetisable channel that allows them to compete directly with other digital communication platforms while offering enterprises a trusted and secure route to their customers.
Setting the pace for global operator deployments
Motive’s strategic alignment with both Google’s comprehensive RCS test suite and Apple’s specific iOS entitlement specifications provides a streamlined and de-risked deployment path for other operators around the world.
Its leadership in the field was recently validated by Counterpoint Research, which recognised Motive as a 2025 Pacesetter in Entitlement Orchestration.
The recognition highlights Motive’s proven ability to help carriers meet critical technical deadlines while providing the flexibility needed to innovate and accelerate their digital transformation strategies.
As the industry moves into a new era of unified communication, Motive’s certified platform positions operators to capitalise on the opportunities presented by RCS across their mobile, home and IoT networks.
