Nokia was appointed as the lead organisation for PROACTIF
Nokia heads the EU-funded PROACTIF consortium, uniting 42 partners across 13 countries to deliver US$102m in revenue and 50 new products by 2035

Nokia has been appointed as the lead organisation for PROACTIF, a major European Union-backed initiative under the Chips Joint Undertaking. By design, the project strategically enhances Europe’s resilience and leadership in electronic components and systems (ECS) technologies, focusing on boosting the autonomy and competitiveness of the European drone and robotics sector.

Ambitious targets for growth and innovation

The PROACTIF consortium, comprising 42 partners and four affiliates from 13 countries, targets a significant industry impact by 2035. The group projects the generation of approximately US$102m in revenue, the development of 50 innovative products and the securing of more than 15 new industry patents.

In addition to these commercial outcomes, the initiative expects to foster dozens of new collaborations, create hundreds of jobs and attract more than US$45.7m in additional investments.

Nokia’s role: setting standards and fostering collaboration

Nokia’s leadership is pivotal to the project’s success, given its established expertise in drone technology and mission-critical communications.

Thomas Eder, Head of Embedded Wireless Solutions at Nokia

Thomas Eder, Head of Embedded Wireless Solutions at the company, commented: “Nokia’s extensive expertise has helped establish drone technology best practices and transform drones into daily helpers for public safety and mission-critical operations.

"We are honoured to lead this project. It demonstrates Nokia’s commitment to fostering innovation and resilience across Europe. By collaborating with leading organisations, this initiative will address critical challenges in security and sustainability, delivering real-world benefits for society.”

Focus on critical infrastructure and emergency management

PROACTIF’s primary application areas are critical infrastructure surveillance and emergency management. The consortium aims to redefine how Europe manages emergencies and safeguards vital assets by deploying advanced unmanned vehicle (UxV) systems.

The systems will be cost-efficient, eco-efficient, safe and cyber-secure, addressing the growing need for robust civil security solutions across the continent.

Technological advancements and interoperability

The project will develop nine advanced technology building blocks and five state-of-the-art UxV platforms. The focus will be on interoperability, autonomy and rapid deployment, ensuring that the solutions are adaptable to a wide range of operational scenarios and market needs.

By leveraging frequent and efficient sensor data gathering, UxV technologies will enable a more comprehensive understanding of incidents, improving situational awareness and response effectiveness.
