The UK’s Network Rail partners with telcos to deliver seamless 4G & 5G connectivity on major train lines & stations to meet passenger expectations by 2028

Connectivity is no longer a luxury for rail passengers, it is a fundamental expectation, especially for business travellers who rely on seamless communication and productivity during their journeys.

Recognising this, Network Rail—the government-owned body responsible for Britain’s railway infrastructure—has announced a landmark initiative to eradicate mobile phone blackspots across major UK railway lines and tunnels by 2028.

Strategic partnerships to deliver 4G and 5G coverage

In a significant move, Network Rail has partnered with Neos Networks and Freshwave to enhance Project Reach, boosting 4G and 5G connectivity on trains and in stations.

The UK’s Department for Transport (DfT) has confirmed that work will commence next year, promising to “transform journeys for passengers who have experienced calls cutting out and weak internet connections.”

The ambitious Project Reach will commence with the installation of 1,000 km (621 miles) of ultra-fast fibre optic cable along key routes. The routes are the East Coast Main Line, which runs from London King’s Cross to Newcastle and the West Coast Main Line, stretching from the capital to Manchester.

Neos Networks will extend coverage along the Great Western Main Line from London to Cardiff in Wales, as well as the Chiltern Main Line.

Enhancing productivity for business travellers

Alan Thomas, Chief Executive of Manchester-based business insurer Ripe, shared his view with the BBC, highlighting the productivity gains: “Maybe it’s only a couple of hours on the train but that work time – if you can turn it into work time – is actually genuinely very, very helpful for our people.”

He added: “The other flipside for us, a lot of our customers are small business owners and entrepreneurs. Time is money and for them being able to make it useful, this otherwise dead time on a train journey, is fabulous.”

Tackling tunnel blackspots and station connectivity

Freshwave has been tasked with eliminating blackspots in 57 tunnels, covering nearly 50km, including the 4km-long Chipping Sodbury tunnel near Bristol.

It will collaborate with mobile network operators BT, O2 and VodafoneThree to upgrade mobile connectivity in tunnels over 250m on the East Coast, West Coast and Great Western lines.

Additionally, Freshwave will work with these operators to deploy new 4G and 5G infrastructure at 12 of Network Rail’s largest stations in the UK, including Birmingham New Street, Bristol Temple Meads and Edinburgh Waverley in Scotland.

Private investment driving public benefit

A notable aspect of the initiative is its funding model. Network Rail’s chief financial officer, Jeremy Westlake, explained: “The investment model will deliver the necessary upgrades to our telecoms infrastructure faster whilst offering significant value-for-money for the taxpayer and stimulating wider economic benefits across the country.”

With private investment at the forefront, taxpayers aim to save approximately US$400m, as the telecom companies themselves will finance the upgrades rather than relying on public funds.

Meeting demand for always-on connectivity

Industry voices have welcomed the move. Bruce Williamson, spokesman for campaign group Rail Future, stated: “There is demand for connectivity. People live on their smartphones and people work on trains.”

 “By boosting connectivity and tackling signal blackspots, we are also ensuring a more reliable and efficient service.”

With Network Rail overseeing 16,000km of railway infrastructure and plans to expand coverage to over 5,000km “in the near future,” the UK is set to lead Europe in rail connectivity.

The roll-out supports the UK government’s broader goals of economic growth and digital innovation, ensuring that business travellers and all rail users can stay connected, productive and engaged throughout their journeys.
