ZTE & XLSMART Partner to Boost Indonesia’s 5G Network
ZTE Corporation, a global leader in integrated ICT solutions, has signed a strategic partnership agreement with XLSMART, the newly formed entity resulting from the merger of PT XL Axiata Tbk and PT Smartfren Telecom Tbk. The agreement aims to drive the development of future-ready network infrastructure and accelerate Indonesia’s digital transformation.
Supporting national digital ambitions through collaboration
The partnership between ZTE and XLSMART is pivotal in enhancing Indonesia’s telecommunications landscape. The agreement was formalised in Jakarta, with Richard Liang, President and Director of ZTE Indonesia, and Shurish Subbramaniam, Director and Chief Technology Officer of XLSMART, representing their respective companies at the signing ceremony.
Senior leadership from both organisations, including Fang Rong, Chairman of ZTE, and Franky Oesman Widjaja, Chairman of Sinar Mas Telecommunications and Technology, witnessed the event, which reinforced the strategic importance of collaboration in building a resilient and scalable digital ecosystem for the region.
Building a future-ready network infrastructure
The partnership’s core is a shared commitment to creating a robust, future-ready telecommunications infrastructure. ZTE will deliver integrated solutions that support the seamless integration of XLSMART’s newly combined networks. The effort is central to ensuring minimal disruption, optimised performance and an enhanced customer experience throughout the transformation process.

The partnership will focus on innovation in network design and energy management to support XLSMART in delivering faster, more efficient connectivity services. The goal is to provide improved coverage and capacity across Indonesia, from densely populated urban centres to remote rural regions, in line with government ambitions to ensure equitable digital access.
Comprehensive integration and ongoing optimisation
To support the network integration process, ZTE will supply XLSMART with a comprehensive suite of services, including rapid equipment delivery, customised product development and robust engineering support. The objective is to guarantee a smooth transition while ensuring consistency and reliability for end users.
In addition, ZTE will lead end-to-end network planning and optimisation efforts. The collaboration aims to maximise performance and investment value across the XLSMART infrastructure by tailoring solutions to site-specific demands.
