Partnership leverages Canadian mobile operator data to curb recycled number fraud, strengthen trust and streamline account verification processes

EnStream, a joint venture of Canada’s national mobile network operators, has partnered with Proximus Global to introduce an API designed to prevent recycled number fraud and improve customer account security across digital platforms.

Proximus Global, which brings together Telesign, BICS and Route Mobile, positions the API as part of its wider communications and digital identity portfolio. It supports enterprises in managing communications, verification and intelligence across voice, messaging and data networks, reaching more than five billion subscribers and securing over 180 billion transactions each year.

The API enables enterprises to check whether a phone number has been reassigned to another user and when the change took place. The process reduces the risk of sensitive information being delivered to the wrong individual and lowers the number of steps needed to confirm user identity, shortening the verification process.

Data-driven collaboration supports Canadian enterprises

The partnership draws on EnStream’s access to intelligence from Canada’s major mobile operators. The data provides an authoritative source of network-level information, which Proximus Global then standardises and distributes through the new API to businesses across Canada.

TransUnion reports that 17% of Canadians lost money to fraud in the past year, with an average loss of CAD$2,013 (US$1,425). Recycled number fraud contributes to these losses by allowing unauthorised users to inherit phone numbers linked to existing accounts.

Without insight into when numbers have been reassigned, businesses may unknowingly send personal or financial information to the wrong recipient.

Mobile numbers in Canada are typically recycled after a quarantine period. When that occurs, customer accounts linked to those numbers can be exposed to security threats, including unauthorised access or identity fraud.

The EnStream–Proximus Global initiative provides enterprises with essential visibility into number reassignment data, enabling quick detection and response before a compromise occurs.

The new API allows companies to integrate phone number status checks into their onboarding or authentication systems.

Enterprises can trigger re-verification requests, prevent unauthorised access to accounts, or withhold sensitive information until a user’s identity is confirmed.

The process helps reduce manual reviews and the administrative cost of repeated identity checks.

Proximus Global’s role is to deliver the capability through an API that enterprises can adopt with minimal integration effort.

It promotes the service as a means to improve operational efficiency for fintech, commerce and communications providers dealing with high volumes of customer identity data.

EnStream plans to offer the API directly to Canadian enterprises and through partners, with Proximus Global as its initial distribution partner.

It expects demand from sectors such as financial services, e-commerce and digital identity management, where real-time verification is key to maintaining service continuity and protecting user data.

The combined effort between EnStream and Proximus Global aligns with broader industry moves, embedding telco-sourced fraud prevention tools within enterprise systems.
